Women's Participation in Politics and Decision-Making in Ukraine. Strategy Paper
 
Ukrainian Women’s Fund is pleased to present the Strategy paper Women's Participation in Politics and Decision-Making in Ukraine (in English and Ukrainian language) prepared with financial support of the Joint EC-OSCE/ODIHR Project to Promote Democratisation and Human Rights in Eastern Europe.
 
This paper was drafted on the basis of sociological studies, statistical data, and findings of domestic and international research, for the purposes of identifying appropriate strategies to promote gender equality in the political life and decision-making in Ukraine.
 
This comprehensive overview analyses the particular problems and issues of women’s participation in politics and decision-making in Ukraine and also sets out the main directions for improvement, based on international and European standards and good practices. The document is addressed to and can be useful for national legislators, policy makers and advocates, as well as international partners and donors.
 
This paper was prepared by the Ukrainian Women’s Fund and funded by the Joint EC-OSCE/ODIHR Project to Promote Democratisation and Human Rights in Eastern Europe. Meeting of 2011 First Step to Success winners took place in Kyiv
on June 25-26

On June 25-26 Kyiv welcomed active purposeful girls from different corners of Ukraine. They were participants of First Step to Success program, who became winners in the contest of ideas on improving lives of their local communities. The girls worry about problems of orphans, pollution, healthy life style, patriotic educations and development of modern youth culture; they have concrete plans how to influence solution of these problems.

«I shall never forget these two days I spent in Kyiv. It was really the first and maybe the most important step....step to success. During the trainings I got knew knowledge, communication with successful women gave me inspiration, as after listening to their stories of way to success I had a kind of inside confidence, feeling that it is possible to reach the top – one just needs to make efforts. It was extremely pleasant to meet and communicate with girls who are not indifferent to other people’s problems, problems of their communities, cities and their country. MEETING OF THE UWF GRANTEES
 
Meewith ting organizations – winners of the UWF’ s grant competition took place on June 24, 2011.
On the whole within this competition the Fund supported projects by the following priorities:
 
·          Women in politics is a way to changes
·          Visualizing the issues of women’s rights and interests
·          Consolidating efforts of women’s organizations

The meeting’s agenda included the following stages:
  • presentation of the Fund’s staff about different directions of work, the Fund’s programs, their goals, peculiarities, how they are connected with each other, and how women’s organizations can make use of these programs;
  • informing  about the procedures of drawing and submitting reports to the UWF during and after the project realization, providing information about the project;
  • participants’ presentations of their organizations and the projects supported;
  • signing agreements on charitable grants.

Ukrainian voters strive to better involvement of women in politics and power, and they could achieve it, if men and household chores don’t prevent.
Such conclusions can be made of the survey conducted by Ukrainian Women’s Fund together with Democratic Initiative Foundation on the eve of local elections.

All-Ukrainian Conference of women’s organizations "Ukrainian Women’s Movement: Myth or reality?...".
  
On June22, 2010 Ukrainian Women’s Fund conducts in Kyiv the All-Ukrainian Conference of women’s organizations “Ukrainian Women’s Movement: Myth or reality?...”.
 
We are planning that the conference would bring together more than 100 womens organizations of  Ukraine,
which will have opportunity to analyze the contemporary situation of women’s movement in Ukraine , its gains and challenges, define perspectives for activity and development.
Preparing for the conference Ukrainian Womens Fund has already conducted the survey of contemporary situation of womens movement, and the survey’s results will be generalized, presented and discussed during the conference.
 
Ambassador-at-Large for Global Womens Issues, Ambassador Melanne Verveer, representatives of international organizations, embassies, charitable foundations working in  Ukraine  have already confirmed their participation in the conference.

 Gender Arithmetics of Power

 
Ukrainian Women’s Fund with the support of Parliamentary Development Project ²² published a renewed version of the brochure “Gender Arithmetics of Power”.
 
 The brochure represents statistical data on percentage ration of women and men in modern Ukrainian power(information is given as of March 25, 2010), and particularly among:
·         People’s Deputies of Ukraine;
·         the Committee Chairs of the VR of Ukraine ;
·         the leaders of VR of Ukraine, which are the Chairman and Deputy Chairmen of VR of Ukraine;
·         Advisors to the President of Ukraine;
·         the Cabinet of Ministers of Ukraine ;
·         Heads of the Oblast State Administrations;
·         Deputies of Oblast Councils;
·         Deputies of Rayon Councils;
·         Deputies of City Councils;
·         High ranking civil servants (1st and 2nd  categories).
 
 On April 9 the brochure was presented during the meeting of the National press-clubUkrainian Perspective”.

Analysis of contemporary situation, gains, challenges and perspectives of women’s movement in Ukraine
 
ICF “Ukrainian Women’s Fund” offers women’s organizations to take part in preparation for the All-Ukrainian Conference of Women’s Organizations, which is planned for May-June 2010.
  
 To analyze the contemporary situation, gains, challenges and perspectives for development of women’s movement in Ukraine we ask women’s CSOs to answer the questionnaire and send it to the UWF till April 20.
  
 50 organizations that are the first to send the filled questionnaire will receive invitation to participate in the conference with coverage of all expenses.

Meeting with the UWF grantees in Moldova
 
Meeting with Moldovan organizations – winners of the UWF grant program competition for organizations working for women and with women took place in Chisinau on December 28, 2009. This year the UWF received totally 104 project proposals from Ukraine and Moldova, 15 of the (11 from Ukraine, 4 from Moldova) were supported by the following directions:

As a result of the competition the following 4 project submitted by Moldova organizations, received financing:

Meeting with grantees consisted of the following stages:
  • presentation of the Fund’s staff sbout different different directions of work, the Fund’s programs, their goals, peculiarities, how they are connected with each other, and how women’s organizations can make use of these programs;
  • informing about the procedures of drawing and submitting reports to the UWF during and after the project realization, providing information about the project;
  • participants’ presentations of their organizations and the projects supported;
  • discussing the situation of women’s movement in Moldova, activities of Moldova women’s CSOs, challenges they face as well as possible way of financing.

 

                                    MEETING OF THE UWF GRANTEES 

 
Meeting with organizations – winners of the UWF’ s grant competition took place on January 16, 2008.
On the whole within the competition program the Fund received 85 projects, 17 of them were supported by the following directions:

First Step to Success MINI GRAINS PROGRAM

The winners of the First step to success program-2007 showed they have interesting ideas, sincere desire, inexhaustible energy and strength to change our country for the better, influence positively on development of a just society and form a new wave of young women-leaders in Ukraine; each of them takes an active part in the country's social life and, which is the most important, believes in her efforts.
 

On December 14 in Kyiv there was the meeting of girls who are ready to implement their leadership projects and ideas. With this goal they came to the training on planning and writing projects. The girls learned how to formulate the problem, choose the goal, make plans, and specify budgets of their projects, were making presentations of the projects they would like to be supported.


 
CONGRATULATIONS TO THE WINNERS OF "FIRST STEP TO SUCCESS" PROGRAM
 
On October14, 2007 the Ukrainian House hosted the meeting of30 girls-winners of the First Step to Success program with famous women-leaders of Ukraine and other countries of the world.
The principal speaker at the meeting was Co-founder and Chair of Vital Voices Global Partnership Melanne Verveer, who served as Assistant to the President and Chief of Staff to the First Lady in the Clinton Administration. The Program winners also received the opportunity to communicate with an America austronaut of Ukrainian origin Heidemarie M. Stefanyshyn-Piper.
 
Girls-winners were also invited to the opening reception of Vital Voices of Eurasia: A Leadership Summit for Women& Girls, launched in Kyiv by the international nonprofit Vital Voices Global Partnership. The reception took place in Sofiya Kyivska, in Metropolitan House, it was Ukrainian-style, owing to which more than200 guests from different countries had opportunity to get acquainted with our national traditions and try Ukrainian cuisine. 
On October 15 the girls had a chance to get acquainted with the work of such successful company as “Procter&Gamble”, to visit its office and communicate with its leadership. “Procter&Gamble”, which supports “Always” brand, conducted for active girls of Ukraine the 4-hour training on developing leadership skills.
Besides, ten girls-winners of the First Step to Success program (three winners from this year and seven ones from the previous) took part in the work of Vital Voices of Eurasia Leadership Summitduring October 15-17 and spoke at its sessions as youth experts.
 
The First Step to Success Program continues. Young girls leadership movement is becoming stronger.
And Ukraine knows its leaders.
